During the 1st century, Palestine was being ruled by the Romans, who invaded Palestine and took it away from the Greeks, and therefore making it a Roman city. The Roman emperor at the time (Caesar Augustus) had representatives in Palestine to make sure the region is in order. The representative in charge of Palestine at the time was Herod the Great. The Romans didn't try to control the religious beliefs of the Israelites, they could practice their religions in peace as long as they obey the law as it affected life. What the Romans DID control was the taxes, and they taxed the Israelites heavily so they could build and maintain their various structures. The Jews at this time were very offended by the fact that they had to pay more taxes on top of their religious taxes they were required to pay the priests and Levites of the Jewish Temple plus the tax that Jewish males had to pay and when Rome invaded more of Palestine, the Jews grew even more tired of the Romans.
It is because of these reasons that in 66 CE, the Jews rebelled against the Romans and started to kill the tax collectors and Roman guards living within Jerusalem. The Roman forces fought with the Jews but were overpowered and either forced out or killed. When news of this came to the Emperor Nero, he sent his son and his general and all the Roman forces to Jerusalem. When the Romans arrived in Jerusalem, they sieged the city and forced the Jews to surrender. When the Jews surrendered, the Romans burnt the city and levelled the main temple. (John 11:48)
